Why Insurance Needs a Bigger Role in India’s Data Centre Story

India is seeing an unprecedented data centre boom driven by cloud adoption, AI, digital payments, 5G, e-commerce, and local data-storage requirements. Billions of dollars are being deployed into hyperscale data centres across Navi Mumbai, Chennai, Hyderabad, Vizag, Noida, and Bengaluru as India continues to be one of the important data providers for AI. While attention is often focused on power, connectivity, land, and technology, the role of insurance remains underrated.

As data centres become critical national infrastructure, insurance must evolve from a traditional risk-transfer mechanism into a partner for risk management and sustainable growth.

India’s data centre boom is reshaping infrastructure, and rapid growth is creating the need for larger and hyperscale data centres, which increases the concentration of value and makes the risk more complex. Any disruption in the operations can have a ripple effect on the internet ecosystem. Their criticality is on par with airports, ports, roads, and power plants.

1. Data centres face unique risk exposures

Construction risks

  • Large-scale EPC projects with sophisticated electrical and mechanical systems.
  • Delays in project completion due to supply chain disruptions.
  • High-value imported equipment.
  • Testing and commissioning exposures.
  • Natural catastrophe risks such as floods, cyclones, earthquakes, and extreme rainfall.

Operational risks

  • Power interruption and equipment breakdown.
  • Fire and thermal events involving UPS systems, transformers, and battery storage.
  • Cooling system failures causing business interruption.
  • Human error and maintenance-related incidents.
  • Non-damage business interruption like Grid curtailment, Denial of access, System or Control failure, & Cyber and IT system disruptions.

2. The Financial Consequences Are Increasing

Modern data centres house:

  • Expensive servers and network equipment like GPU’s.
  • Critical data processing capabilities.
  • Multiple tenant operations in a single premises
  • Large revenue streams depend on uptime.

Potential losses include:

  • Property damage
  • Business interruption
  • Service interruption claims
  • Extra expenses to restore operations
  • Reputational damage

The cost of downtime in a hyperscale environment can be enormous, making resilience just as important as the replacement of physical assets.

3. Insurance can be an enabler, not just a safety tool.

Underwriters/brokers have the know-how to assess the risk based on their Engineering expertise, loss experience, benchmarking, and modelling tools. This should enable a data centre operator to understand the risk at a stage where it can be mitigated and controlled. By engaging with the advisor/broker at the project design and construction stage, a significant improvement can be achieved in the protection systems, redundancy planning, maintenance, and the most critical of all: Business continuity measures.

4. New risks require new insurance solutions

During the construction phase, clients solely focus on the property damage while ignoring the delay caused by critical cargo not arriving on time or a major catastrophe forcing the project to be delayed, and all the profit calculations go for a spin. Insurance can help mitigate this; however, more importance is given to the probability of an event occurring than to the severity of the event. This should change, and decisions should be based on high-severity events, which can wreak havoc on your balance sheet.

Apart from the traditional covers, growing demand exists for:

  • Delay in Start-Up (DSU) cover/Advance Loss of Profits.
  • Cyber insurance.
  • Environmental liability cover.
  • Terrorism and sabotage cover.

With AI-driven operations and interconnected systems, cyber and physical risks are increasingly converging. Insurance products must evolve alongside technology.

5. Insurance supports investor and lender confidence

One angle often overlooked is that banks, private equity funds, infrastructure investors, and global hyperscalers seek predictable risk outcomes. Robust insurance programs improve project bankability. This, in turn, helps attract long-term capital. Global investors are more comfortable when assets are protected to international standards.

6. Building resilience for a digital India

India’s data centre sector is not merely constructing buildings; it is building the backbone of the digital economy. For the sector to scale sustainably:

  • Developers must invest in resilience. Focus should be on a predictive model rather than a preventive.
  • Insurers must deepen technical expertise.
  • Brokers, risk engineers, investors, and operators must collaborate.
  • Insurance should be integrated into project planning rather than treated as a post-construction purchase.

For decades, insurance in India has largely been perceived as a mandatory expense or a compliance-driven cost of doing business, rather than as a strategic risk management tool.

In an increasingly complex risk environment marked by climate change, natural catastrophes, cyber threats, supply chain disruptions, and evolving regulatory requirements, this mindset is no longer sustainable. Engage with your Broker/Insurer/Advisor at an early stage and design a resilient insurance structure rather than considering it as just another transaction.

A fire destroyed OVHcloud‘s SBG2 data centre in Strasbourg, France, and severely damaged another facility. Millions of websites and services were affected, with some customers suffering permanent data loss. The incident is still regarded as one of the most significant physical data centre losses globally.

2. Google Belgium Power Event (2015)

Best example for power reliability and operational resilience

Four successive lightning strikes on the electrical grid serving Google’s Belgium facility resulted in power disruptions and data loss affecting a small number of customers. Although the actual data loss was tiny, the event highlighted how even world-class facilities remain exposed to external infrastructure risks.

3. Growing Flood Risk to Indian Data Centres

Best example for India’s risk landscape

A recent assessment of India’s data centre market highlighted that a meaningful proportion of the country’s facilities could face heightened climate-related risks by 2050, including floods, extreme rainfall, and coastal exposure. Maharashtra, Tamil Nadu, Karnataka, Telangana, and Uttar Pradesh are among the key locations identified because they host major clusters of data centre investment.
