Imagine a child walking into school for the very first time. The classroom is unfamiliar, the faces are new, and everything feels uncertain. Then the teacher begins singing a familiar folk song in the child’s own language. Slowly, the child’s hesitant smile turns into excitement. Within minutes, the child is singing, clapping, laughing, and joining classmates with confidence.
At that moment, something far more significant than a song is taking place. The school is sending a powerful message: your language belongs here. That simple recognition gives the child a sense of belonging, emotional security, and confidence, the very foundations upon which meaningful learning is built.
This is precisely why Multilingual learning is not merely a question of language policy; it is a question of how children learn best.
Learning, after all, is not simply about hearing words; it is about making meaning.
This scientific understanding explains why a strong foundation in a child’s first language significantly accelerates the learning of additional languages. According to linguist Jim Cummins and his Common Underlying Proficiency theory, the knowledge, concepts, and cognitive skills that children develop in their home language form a shared foundation that supports learning across all languages. This includes not only everyday communication but also the foundational concepts and skills of literacy and numeracy.
When children first understand ideas such as quantity, comparison, sequencing, storytelling, or problem-solving in a language they know well, they grasp the underlying concepts rather than merely memorizing unfamiliar words. As a result, when these same concepts are introduced in the language of instruction, children can focus on learning new vocabulary because the conceptual understanding is already in place. Learning, therefore, becomes more meaningful, confident, and effective.
In the remote tribal schools of Jharkhand, many children enter classrooms carrying a rich reservoir of knowledge, experiences, and cultural wisdom from their homes and communities. However, this knowledge often remains disconnected from school because the language of instruction is unfamiliar and the concepts are introduced through methods that do not resonate with their lived experiences. Unable to express what they already know or confidently engage with classroom learning, many children gradually lose interest, participation declines, and their sense of belonging weakens. For some, this growing disconnect from the learning process eventually leads to irregular attendance and, in many cases, school dropouts.
These findings prompted an important question. Was the challenge simply about teaching methods, or were many children first trying to understand the language of instruction before they could even begin to understand the lesson?
Children were encouraged to express their ideas, experiences, stories, and local knowledge in their own language using culturally relevant learning materials, i.e., conversation charts drawn from their everyday lives. Initially hesitant, children gradually began to speak with confidence, participate in classroom discussions, and connect their existing knowledge with school learning. Classroom assessments documented steady improvements in oral language, participation, and comprehension.
Compared to Periodic Assessment 1, the proportion of Grade 2 students who were unable to describe the picture (Level 1) increased marginally from 0% to 1%. The percentage of students expressing only a few words (Level 2) decreased from 14% to 12%, while those expressing complete sentences (Level 3) increased from 45% to 49%. However, the proportion of students providing detailed and coherent descriptions (Level 4) declined from 40% to 38%, indicating that although more students reached sentence-level expression, progression to the highest level of picture expression remained limited.
Building on this foundation, a structured multilingual pedagogy systematically bridged children’s home language with Hindi through carefully designed vocabulary, sentence-building, and reading activities. Because concepts had already been understood in the familiar language, children learned to read with meaning rather than memorizing words, leading to notable gains in literacy assessments.
Compared to Periodic Assessment 1, the proportion of zero readers remained unchanged at 1%. The percentage of students reading only 1–5 correct words decreased substantially from 23% to 11%, while the proportion reading 6–10 correct words remained almost stable (30% to 29%). There was a notable increase in students reading 11–15 correct words (28% to 34%) and 16–20 correct words (18% to 25%), indicating an overall improvement in word reading proficiency.
The average number of correctly read words also increased from 10 in PA1 to 12 in PA2, reflecting improved reading fluency. Overall, the findings indicate a positive shift from lower to higher word reading levels, with more students achieving 80% or higher accuracy in PA2.
This carefully designed bridge from the child’s language to the school language transforms learning into an enjoyable and purposeful experience. The impact of this approach is becoming increasingly visible in multilingual classrooms across India. These experiences are not the result of a single intervention but of sustained collaboration among governments, teachers, communities, and system-supporting organizations.
They demonstrate that when children are given the opportunity to begin learning in a language they know and understand, they participate more confidently, learn more meaningfully, and build stronger foundational skills. Although much remains to be done, these early successes reinforce the potential of mother tongue-based multilingual education as a powerful pathway towards achieving India’s vision of quality foundational learning for every child.
